| AFRICA REGIONAL WORKSHOP ON PROMOTING ACCOUNTABILITY AND INTEGRITY IN PUBLIC SPENDING APRIL 6-9, 2010 THAT WAS HELD IN JOHANNESBURG-SOUTH AFRICA |

The workshop was organized by the World Bank in collaboration with the African Association of Supreme Audit Institutions-Anglophone Countries (AFROSAI-e) where Leaders in promoting accountability and tackling fraud, corruption, waste and abuse in government spending were invited to participate in the workshop.
It is in this regard that the Chief Ombudsman-Rwanda was invited to attend the workshop and to make a presentation on East African Association of Anti-Corruption Authorities (EAAACA) as new elected President for a term of two years.
The main objectives of the workshop were:
1. To improve the knowledge of participants from key organizations about approaches and institutional arrangements that promote accountability and integrity in public spending;
2. To foster new and stronger national and regional partnerships amongst accountability and integrity organizations.
The Topics that were covered during the workshop were the following:
1. An overview of accountability and integrity issues in government spending and their relationship to development outcomes;
2. Initiatives to promote accountability and transparency in government programmes and their impact on development effectiveness;
3. Techniques for identifying, assessing and addressing risks of fraud, corruption and misuse of public resources;
4. Experiences in detection, follow-up and case-handling of fraud and corruption, and sanctions process;
5. Co-ordination and cooperation among national and regional accountability bodies including the establishment of communities of practice.
After the workshop all participants from different countries resolve to intensify the fight against corruption and work to improve the welfare of their citizens through for example putting public interest and the welfare of citizens before individual or group interests.
The participants of the workshop were Benin, Botswana, Burkina Faso, Cameroon, Cape Verde, Ethiopia, Ghana, Kenya, Mauritius, Mozambique, Nigeria, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia and Development Partners.
