FOLLOW UP OF THE IMPLEMENTATION OF RECOMMENDATIONS GIVEN BY THE OFFICE OF THE OMBUDSMAN IN ITS REPORT 2009-2010

In accordance with article 182 of the Constitution of the Republic of Rwanda of 04/06/2003, as amended to date and the Law n° 25/2003 of 15/08/2003 as modified and completed by Law n°17/2005 of 18/8/2005 establishing the organization and functioning of the Office of the Ombudsman, its article 3 especially in its paragraph 12 which empowers the Office of the Ombudsman the attribution of advising the public and private institutions regarding the improvement of quality services delivered to the citizens;

Among the given recommendations inlude:

  • Paying the civil servants’ arrears and terminal benefits for the former civil servants;
  • Implementing of the recommendations of the Law n° 18/2007 of 19/04/2007 regardin the expropriation due to public interest;
  • Enhancing civil servants trainings scheme ;
  • Making a timely recruitment and employ the contractual persons when it is necessary;
  • Making a daily follow up for the Government and its partners’ assets that were provided to districts and sectors intended to construct houses for indigent people and make a follow up of the implementation of GIRA INKA program;
  • Preparing the draft law modifying and complementing the Law n° 09/2004 of 29/04/2004 relating to the judicial police;
  • Make sure that the entrepreneurs execute their contractual duties timely and abide by the rules and laws in paying the persons who they employ.

In following up those recommendations, the Office of the Ombudsman visited some ministries which have in their attributions the implementation of the above recommendations namely MIFOTRA, MINALOC, MINECOFIN, MINAGRI, MININFRA and MINIRENA. This activity will continue with the districts that are mentioned in the report and they include Nyabihu, Rulindo, Burera, Musanze and others.
