UNIT OF FIGHTING AGAINST INJUSTICE, CORRUPTION AND OTHER RELATED OFFENCES

This unit is in charge of fighting against corruption in every institution and anywhere else where there is evidence of corruption.

  • This unit will put in place a strategy that will enable to uproot corruption In the Rwanda culture.
  • This unit is also entrusted with the advocacy of governance and ensuring good governance that it is emphasized in all administrative structures of the country; Especifically, this unit will put much in visiting all government institutions/entities to see and verify the following :
  • Whether the laws governing them don`t have loopholes that can give room for corruption and injustice;
  • Whether these institutions work in transparency; whether these institutions have a system of accountability;
  • Whether there is a system of internal control of these institutions; whether these institutions respect the politics of good governance.

INTEGRITY OF PUBLIC SERVANTS AS THE BASIS OF PREVENTING CORRUPTION

UNIT OF PREVENTION OF INJUSTICE, CORRUPTION AND OTHER RELATED OFFENCES

The unit in charge of preventing injustice, corruption and other related offences has the follpwing functions as stipulated in the article 11 of the Law establishing the organization and functioning of the Office of the Ombudsman.

  • To prepare training sessions for the population so that they develop the culture of playing a role in the good governance of the country;
  • To prepare seminars for Government employees and staff in public and private institutions, in non-government organizations so as to improve their conduct and working methods;
  • To set up all possible means of preventing and eradicating injustice, corruption and other related offences.

This Unit receives complaints related to injustice from people in order to find out how different administrative organs are solving people` s complaints and to prepare seminars related to the complaints received at different levels.

UNIT OF DECLARATION OF ASSETS

According to article 182 of the Constitution of the Republic of Rwanda, one of the missions of Office of the Ombudsman is to receive the faithful declarations of assets of the government officials mentioned in the law establishing the Office:

The main activities ot the Unit are:

  • to prepare an asset declaration form;
  • to receive declaration of assets;
  • to examine the assets declared and their sources.

UNIT OF ADMINISTRATION AND FINANCE

The Unit of administration and finance works in collaboration with other units especially in providing the means to different units in order to achieve their objectives. It is also in charge of the coordination of services that concern the population in general, and it insures a relationship between the Office of the Ombudsman and other institutions. This unity is especially charge of the administration and organization of staff in providing all of the means needed to accomplish the mission of the Office.
