Clarisse Munezero has been appointed as the Permanent Secretary in the Office of the Ombudsman since August 23, 2024, to date.

In 2021, she was appointed as the Permanent Secretary in the Ministry of National Unity and Civic Engagement until 2023.

Clarisse Munezero studied law and holds a university degree in this field.

She has worked in various government institutions, including the Ministry of National Unity and Civic Engagement, and the Ministry of Public Service and Labor. She has also worked with non-governmental organizations such as Avocats Sans Frontières (ASF), and Legal Aid Forum (LAF), among others.

Her work has mainly focused on legal issues and human rights.
