Zimbabwe Anti-Corruption Commission and Rwanda’s Office of the Ombudsman Sign Cooperation Agreement to Strengthen the Fight Against Corruption

Kigali, October 27, 2025 — The Zimbabwe Anti-Corruption Commission (ZACC), representing the Republic of Zimbabwe, today signed a Memorandum of Understanding (MoU) with the Office of the Ombudsman of Rwanda at the Ombudsman’s Headquarters in Kigali.

The agreement establishes a broad framework for cooperation between the two institutions and their respective countries, aimed at strengthening joint efforts to prevent and combat corruption.

Speaking at the signing ceremony, Hon. NIRERE Madeleine, the Ombudsman of Rwanda, who signed the MoU on behalf of her Office, underscored the significance of the partnership, noting that it marks a new chapter in regional collaboration against corruption.

“This event marks a new milestone in the spirit of partnership and collaboration between Rwanda and Zimbabwe, and a significant step in the relationship between our two institutions in the fight against corruption. It reflects our shared conviction that integrity, transparency, and accountability form the foundation of good governance and sustainable development across our nations,” she said.

On behalf of ZACC, the MoU was signed by Hon. MICHAEL REZA, Chairperson of the Commission, who welcomed the cooperation and reaffirmed Zimbabwe’s commitment to strengthening ties with Rwanda.

“Today, we further strengthen the bilateral relations between our two countries through the signing of this Memorandum of Understanding in combating corruption. This MoU will facilitate collaboration in research and training, staff attachments, rapid exchange of information on anti-corruption strategies, joint investigations, and the sharing of information and communication technology (ICT) tools to enhance institutional capacity,” he stated.

Under the agreement, the MoU will take effect thirty (30) days after signing and will remain valid for five (5) years, subject to renewal.

Zimbabwe and Rwanda continue to enjoy strong bilateral relations. Beyond this anti-corruption partnership, the two countries have signed several other agreements in sectors such as tourism, diplomacy, and education — reflecting their shared commitment to deepening cooperation across multiple areas.
