With the Mediation procedure, the Chief Ombudsman has solved Gasabo District citizen’s land-related dispute

On 22 October 2022 the Office of The Ombudsman, the district administration of Gasabo and security Agencies followed up and solved the case of land related issue between Citizens from Kagugu cell, Kinyinya sector, Gasabo district in Kigali City. Complaint was lodged to the Office of The Ombudsman and is related to conflict based on the citizens built on the land of their neighbours.

The Chief Ombudsman Hon. NIRERE Madeleine, Deputy Ombudsman, Madam Yankulije Odette, the District Executive Administrator of Gasabo district Madam Umwali Pauline and other security officials arrived at the cell of Kagugu where the complaint is based. The Chief Ombudsman led the mediation.

This issue has been investigated and the source of the problem is that some of the citizens asked for documents of repairing their houses because they were old and the Local Administration gave those documents but in the time of repairing, they add to their buildings new houses so that they built on land that was not their own.

However, the property belongs to them and it appears that it has overwhelmed their neighbors, they recognize the mistake.  

KAZIMIRI Juvens he said “we certainly admit that we were wronged by the people who sold us here, selling us in the wrong place but since we are here, we made a mistake, we agree and apologize to this parent. And others have also admitted their mistakes 

they apologize to their neighbour and promise not to work on the land again. They also agreed to be willing to pay the cost of the land of their neighbors where they constructed instead of being destroyed.

The administration confirmed that the Sector and District Administration will generate a report showing the actual surface area each one will pay and the cost will be given according to the provisions law. The report will be signed by all concerned with the matter and Institutions attended the meeting.

At the end of the mediation, the Chief Ombudsman Hon. NIRERE Madeleine asked the citizens to live in peace by avoiding conflicts.

"First of all, thank this neighbor of yours who agreed to mediate with you and remember that only do what you are allowed to do when you are given house repairs instead of adding more, do not cross your neighbor boundaries.” She added.
